Canada's Immigration Plan

Each year, Canada releases its Immigration Levels Plan at the end of the year, setting targets for both temporary and permanent residents for the following year. According to what the government published at the end of 2025, the 2026 targets continue Canada’s approach to balance economic growth, community capacity, and long-term settlement.

Temporary Residents in 2026

Canada plans to welcome 385,000 new temporary residents in 2026, including:

 230,000 Temporary workers

Including international mobility programs 

 155,000 international students

  

This represents a strategic reduction compared to previous years, part of a broader goal to keep the temporary resident population under 5% of Canada’s total population by the end of 2027.

Permanent Residents in 2026

Canada will admit 380,000 new permanent residents in 2026, with similar levels projected for 2027 and 2028. Economic class immigrants, such as skilled workers and provincial nominees, continue to make up the largest share, while family reunification and humanitarian programs remain an essential part of the plan.
